Why Meridian exists

Strategy and budgeting shouldn't be two separate conversations

Most municipalities already do strategic planning. Most already do budgeting. What's harder — and what's too often missing — is the discipline that ties the two together, year after year, so the plan isn't quietly set aside once the budget spreadsheets open.

Meridian works across all three connected practice areas — strategic and business planning, budgeting, and property tax and revenue — because the connection between them is the actual work, not a side effect of doing each one well in isolation.

How Meridian works

Meridian is advisory-led: the product is thinking, methodology, and judgment — not a software platform. Where it helps, engagements come with practical tools and templates that put the method to work, but the value is the advice that knows what a client's problems are, often before they've had to describe them.

That comes from deep familiarity with the frameworks Canadian municipalities actually operate under — PSAB accounting standards, Alberta's Municipal Government Act, and NACSLB/GFOA budgeting practice — paired with a clear-eyed read on the operational and political realities of a real budget cycle.

Me, founder

I founded Meridian Municipal after more than fifteen years working inside Canadian municipal government, most of it spent on the exact problem this firm exists to solve. I've watched councils adopt strategic plans that never quite reach the budget, and budgets get built without much reference to the plan that was supposed to guide them — and watched what it costs a community when nobody's job is to close that gap.

My background spans enterprise business planning, budget governance, and council-facing strategy work, along with the property tax and revenue policy questions that decide what a plan can actually afford. I'm currently writing a book on connecting strategic planning to budgeting across a municipal council term, drawing on a number of large Canadian municipalities as comparators.

Meridian Municipal is built around that same connection: not planning advice in one column and budget advice in another, but the discipline that ties the two together — so a council's priorities are traceable, line by line, into the dollars that fund them.
