Too many governments write a strategic plan that never touches the budget, and pass a budget that doesn't reflect their stated priorities. Meridian's whole approach is built around closing that gap — so the connection between planning and budgeting isn't an afterthought, it's the throughline of the engagement.
When dollars don't follow the plan, council loses the ability to say what its priorities actually cost — and residents lose the ability to hold the budget to the plan. Connecting the two is what makes both documents credible.
